PART OF THE CULTURE? | Hontiveros to Pres. Duterte: Stop normalizing rape

JANUARY 11, 2019 — Senator Risa Hontiveros on Friday called on President Rodrigo Duterte to stop normalizing and trivializing rape and sexual abuse.

The statement came after the President claimed that sexual abuse is “part of the culture” of working abroad during a program launch on Wednesday.

“For those working as slaves abroad, rape comes with the territory… Kasali sa kultura,” Duterte said during the launch of the Negosyo Serbisyo sa Barangay in Masbate.

Hontiveros said such pronouncements should not be accepted as “normal.”

“There is nothing normal about the culture of rape. It is one of the worst kinds of abuses to which a person can be subjected,” said Hontiveros in the statement.

“By saying that rape “comes with the territory” and is “part of the culture” of working abroad, President Rodrigo Duterte just admitted that he is powerless to protect our OFWs. It is both a surrender to and state promotion of the rape culture.” she added.

The senator also slammed the chief executive’s apologists who continue to shrug off the President’s remarks of the nature as merely colorful language.

“They are not creative attempts at word play. They are conscious efforts to weaponize language as a medium in which sexism, gender discrimination and violence against women are committed and replicated,” Hontiveros explained.

Hontiveros said she refuses to conform to the call of the President’s supporters for the public to get used to the state leader’s language and humor.
