(May 26, 2025) – Interior Secretary Jonvic Remulla on Monday said the Marcos administration is shifting its law enforcement focus to crime prevention, emphasizing police visibility on the streets over traditional crime solution metrics.
“Firstly, ang directive ni Presidente (Bongbong Marcos) ay high visibility. Crime prevention more than crime solution. Police visibility in the streets ang pinakaimportante diyan. Babantayan ng mamang police,” Remulla said.
He noted that while police reports often highlight crime solution rates and crime indexes, these do not necessarily reflect the public’s sense of safety.
“Ang nalalabas kasi ang report lagi ng police, crime solution, crime index… pero may disconnect kasi ‘yung mga tao sa kalye, they don’t feel safe. So ang calibration niyan, dapat nagre-report ang pulis dapat the people should feel safe also. And there’s no better way than prevention eh,” he explained.
Remulla emphasized the importance of making Filipinos feel secure in their daily lives, particularly during commuting hours.
“Ang tao, importante ngayon, dapat maramdaman nila na banayad ang kalye, ang anak nila puwedeng pumasok, uuwi ng maayos. Ang mga nagtatrabaho, pag-alis uuwi ng maayos.”
According to the secretary, the specific hours for crucial police deployment in the streets are between 4 a.m. to 8 a.m. and between 6 p.m. to 9 p.m.
When asked whether force multipliers—civilian volunteers assisting in law enforcement—would be issued firearms, Remulla rejected the idea.
“No. Firearms is a responsibility. Ang need nila eh may direct, may teamwork sila ng local force enforcement. Mahirap ‘yan eh. It takes great responsibility na di puwedeng basta-basta bigyan.”
The DILG also plans to coordinate with local government units to provide insurance for force multipliers who will help the police in crime prevention.
On internal police reforms, Remulla reiterated his zero-tolerance against corrupt officers.
“Dapat i-value nila (police force) ang career nila eh. Ngayon kasi ginagawa nilang means of gaining, ‘yung parang nagpapayaman sila eh. ‘Yun ang tatanggalin na natin, di na natin papayagan.”
He also confirmed a one-strike policy for rogue cops.
“There’s no such thing as a second chance sa mga ganyan. Pero may investigation.”
Remulla said police should no longer hesitate to file cases, even against powerful individuals.
“Dapat ‘di matakot ‘yung mga police na mag-file ng kaso. Kasi natatakot sila eh, kasi trabaho, kalaban… Dapat diyan ‘di matakot. Dapat basis ‘yan ng action nila araw-araw.”
