(June 6, 2025) – Transport group Manibela on Friday reiterated calls for the suspension of the government’s Public Utility Vehicle Modernization Program (PUVMP), citing mounting financial losses among drivers and unresolved issues in the program’s implementation.
Speaking in an interview over TrueFM’s Ted Failon and DJ Chacha, Manibela chairperson Mar Valbuena said the modernization program has proven to be impractical and unsustainable, echoing admissions made by Transportation Secretary Vince Dizon in recent Senate hearings.
“Tama na po ito… Nakita na natin at si Sec. Vince Dizon na mismo ang nagsabi na marami talagang nalugi at patuloy na nalulugi,” Valbuena said, stressing that continuing the current setup is a “waste of public funds” and is pushing thousands of drivers deeper into debt.
Valbuena criticized the Department of Transportation’s reliance on service contracting, saying the system is draining the national budget without helping modernized cooperatives meet their financial obligations. He also raised concerns about fake registrations being used by drivers out of desperation.
“Yung mga application pa lang, ibig sabihin hindi pa po ito consolidated. Hindi rin po sila marehistro. Karamihan pekeng rehistro ang hawak,” he said, revealing that roughly 10,000 to 12,000 Manibela members in Metro Manila alone were disenfranchised, unable to secure provisional authority or register their units.
Valbuena said Manibela has already reported a fraudulent drivers’ registration portal to both the Land Transportation Office (LTO) and Dizon but has yet to see action.
“Isang buwan ko na po itong sinabi sa kanila,” he added.
Despite the challenges, Valbuena welcomed Dizon’s openness to dialogue, noting that a meeting is scheduled next week to extend the validity of drivers’ franchises and to allow fresh registration of traditional jeepneys.
“Malaking development po ito kung matuloy na kaming makapagparehistro at ma- extend ang aming mga prangkisa,” he said, hoping progress can be made before the end of June.
Manibela has long opposed the PUVMP in its current form, arguing that the cost of modernized units, unclear guidelines, and slow processing have put thousands of drivers at risk of unemployment.
