(May 30, 2025) – The Metropolitan Manila Development Authority (MMDA) reported a sharp drop in traffic violations just five days after reimplementing the No-Contact Apprehension Policy (NCAP), suggesting increased driver compliance with traffic rules.

From over 1,000 violations recorded on the first day of NCAP’s reinstatement, the number fell to just over 800 on the fourth day. As of 3:00 p.m. Friday, 647 violations had been recorded.

“This is a sign that more motorists are beginning to follow traffic rules,” the MMDA said in a statement.

Motorists like Bob Regnim welcomed the return of NCAP, saying it helps discipline road users. However, he urged the MMDA to apply discretion in certain cases.

“If you suddenly need to turn left or right because of an obstruction, they should consider that and not immediately issue a violation,” Regnim said.

The MMDA said it is taking these concerns into account, particularly in areas where road markings are confusing or incomplete. For instance, along Commonwealth Avenue near Central Avenue, mismatched old and new motorcycle lane markings have raised concerns.

“If there are discrepancies in road signs or markings, we will definitely be more lenient with motorists,” said Gabriel Go, head of the MMDA Special Operations Group Strike Force.

Beyond NCAP, the MMDA is preparing for two major initiatives aimed at easing Metro Manila’s notorious traffic.

On June 13, the EDSA Rebuild Project will begin, potentially causing additional congestion along the capital’s main thoroughfare. To address this, the MMDA, along with the Department of Public Works and Highways (DPWH) and the Department of Labor and Employment (DOLE), met with employer groups to discuss mitigation strategies.

Three days later, on June 16, the agency will start the dry run for the “odd-even” scheme, which aims to reduce vehicle volume on EDSA based on plate numbers.
