JUNE 10, 2025 — The National Food Authority expressed support for plans to impose a floor price for rice traders.
In an interview with OnePH’s One Balita Pilipinas, NFA Administrator Larry Lacson said this would help protect local farmers.
“In case magkaroon naman ng floor price, ‘yan naman ay para sa mga pribadong trader para masiguro ‘yung kita ng ating magsasaka,” said Lacson.
The Department of Agriculture earlier said it was mulling over the imposition of floor prices amid reports that some rice traders purchase palay for as low as P11 per kilogram.
This, according to Lacson, was not enough for farmers to earn back what they shelled out for production.
He added that it was also far from the NFA’s buying price of P24 for dry palay and P18–P19 for fresh harvest.
SUPPORTING FARMERS
Lascon said the NFA is exhausting all possible means to buy as much palay as it can from local farmers.
This includes repairing warehouses and rolling out programs that allow the NFA to distribute as much rice from their stocks in order to accommodate palay harvest from more farmers.
“‘Yung mga bigas natin under the P20 bigas, ngayong tumutulin na. Marami nang mga participating LGUs at ‘yung mga Kadiwa, paparami nang paparami. Mayroon din ang DSWD. Sa ngayon, roughly 25,000 bags na ‘yung nailabas natin,” Lacson said.

The NFA said it is also sending as much trucks as it can to areas where palay prices are low in order to shoulder delivery costs when purchasing rice from local farmers.
However, the NFA reiterated that its hands are tied with as their power to distribute rice into the market has been limited by the Rice Tariffication Law (RTL).
“Kinakailangan po talaga palakasin ang mandato ng NFA na makapagpalabas ng bigas sa merkado. Para at least umikot ho ‘yung stock, magkaroon ng bakanteng warehouse para makapamili sa ating mga magsasaka,” said Lacson.
