(May 15, 2025) – President Ferdinand Marcos Jr. has signed a law amending the “Motorcycle Crime Prevention Act,” requiring new owners to transfer motorcycle ownership within 20 working days.
“The new owner shall cause the transfer of ownership of the motorcycle not later than twenty (20) working days from the acquisition of ownership,” said in the law.
Section 4 of the said act is amended as follows regarding the registration of motorcycles: In the case of an original sale, the dealer shall, upon authority of the owner, register the motorcycle with the Land Transportation Office (LTO) no later than five working days from the date of sale.
Meanwhile, in the case of a sale or disposition of a motorcycle through a dealership, there shall be a written agreement stating that the seller retains ownership but grants the buyer the right to use and possess the motorcycle until full payment of the purchase price. All dealers shall report each instance of motorcycle repossession to the LTO.
It says the failure of the dealer, original owner, or new owner to comply with the requirements of this section shall subject them to a fine of not more than P5,000. And no seizure shall be made solely on the basis of the buyer’s failure to comply with the requirements of this section.
Section 5 of the law was also amended, mandating the LTO to issue larger, readable, and color-coded plates for motorcycles.
Drivers without a number plate or with an unreadable number plate may be fined up to P5,000, reduced from the previous P50,000–P100,000 or jail time.

On the other hand, if the number plate or readable number plate of a motorcycle is lost, damaged, or stolen, the owner or possessor must report the incident to the LTO and the Philippine National Police (PNP) through the Joint PNP and LTO Operations and Control Center within 72 hours of discovery, and request a replacement number plate.
Failure of the owner to report the loss or damage shall subject them to a fine of not more than five thousand pesos.
