(June 2, 2025) — Newly appointed Philippine National Police (PNP) chief Gen. Nicolas Torre III on Monday pledged to lead a more responsive, accountable, and community-focused police force, with a bold promise of a three-minute response time in major urban areas.
In his speech, Torre emphasized his vision of a PNP that the public can trust and rely on.
“We, the Philippine National Police (PNP) will work harder to earn and ensure our communities are safe. Your rights are respected and your trust is earned.”
Torre, who formerly served as Quezon City Police District (QCPD) director last August 2022, earned praise for implementing a rapid response program that reduced emergency call times to just three minutes—a policy he now plans to roll out nationwide.
He will lead over 220,000 uniformed personnel under three core pillars: compliance with the Pres. Bongbong Marcos’ directives, unity, and morale within the ranks, and institutional accountability and modernization.
“Every call for help deserves immediate attention and action,” Torre said, reaffirming his commitment to faster police deployment, especially in high-risk and congested areas.
Addressing the controversial drug war, Torre emphasized the PNP’s continuing commitment to law enforcement while observing due process. He did not directly address the International Criminal Court’s investigation but reiterated the PNP’s cooperation with lawful processes.
On recent controversies, including the arrest of two individuals allegedly linked to former presidential spokesperson Harry Roque, Torre said that the law applies equally to all, regardless of affiliations.
He added that reforms on police duty hours will soon be reviewed to promote both effectiveness and well-being in the force.
“We will be present,” Torre said. “Makikita niyo kami sa kalsada, sa komunidad, sa palangke, at sa bawat lugar na kinakailangan ng ating presensya para mabigay ng kapanatagan ng kalooban,” he added.
