(January 22, 2025) – Civilian government personnel are slated to receive the second tranche of their salary increase starting this month, based on a circular released by the Department of Budget and Management (DBM) earlier this week.
Budget Sec. Amenah Pangandaman issued National Budget Circular No. 597, dated Jan. 20, which provided the guidelines, rules, and regulations for implementing the second tranche of the updated salary schedule for civil servants starting Jan. 1 this year, based on Pres. Bongbong Marcos’ directive last year.
The salary increase applies to all civilian personnel in all branches of the government, constitutional commissions, state universities and colleges, and certain government-owned and -controlled corporations (GOCCs), whether regular, casual, or contractual; appointive or elective; and on a full-time or part-time basis.
It does not cover military and uniformed personnel, agencies exempted from Republic Act (RA) No. 6758, GOCCs under RA No. 10149 and Executive Order (EO) No. 150, and individuals without employer-employee relationship and funded from non-personnel services budgets.
Last year, Marcos issued EO 64 to increase the salaries of government workers, citing a need to “ensure that the compensation of all civilian personnel shall generally be competitive with those in the private sector doing comparable work, in order to attract, retain and motivate a corps of competent and dedicated civil servants.”
The salary increase was ordered implemented in four tranches from Fiscal Year 2024 to 2027.
“[G]iven the prevailing economic circumstances, including the erosion of purchasing power due to inflation, there is a need to update the salaries, and benefits of government personnel in order to maintain a competent, committed, agile and healthy workforce,” the EO read.
