(June 16, 2025) – Eight chiefs of police in Metro Manila have been removed from their posts for failing to implement the five-minute response time for emergencies, the Philippine National Police said on Monday.
PNP Chief Gen. Nicolas Torre III warned that more officers nationwide could be relieved if they fail to meet the required response time.
“Binigyan ko na sila ng standards. And ako naman, alam ko na agad kung nag-comply o hindi eh. Dahil makikita ko naman sa kanilang performance,” said Torre.
“That is our commitment to the President and to the Filipino people. So if they can’t cope up with it, if they can’t step up to that standard, we will look for commanders who will do so.”
According to PNP spokesperson Police Brigadier General Jean Fajardo, the relieved chiefs came from the cities of Caloocan, Navotas, Valenzuela, Mandaluyong, Marikina, San Juan, Parañaque, and Makati.
Torre stressed that a quick police response depends largely on effective leadership.
“Hindi mo magagawa ang five-minute response kung hindi makapag-command ang ating chiefs of police. I want them to actually command not only figuratively but literally, they can issue the command over the radio or in a communication na gusto nila,” he added.
The PNP chief said the five-minute response time will first be tested nationwide over the next few months, with plans to lower the target further to three minutes.
Torre also added that disciplinary action will not be limited to Metro Manila.
“There will be more because I was there in Central Visayas yesterday, in Iloilo, and may mga na-caution ako mga provincial director doon. We will declare those positions open so that mabigyan naman ng pagkakataon ang mga ibang interesado at qualified at sa tingin natin ay kayang gawin yung ating pamantayan,” said Torre.
