(May 27, 2025) – The Automobile Association of the Philippines (AAP) has expressed support for the return of the no contact apprehension policy (NCAP), highlighting its potential to enhance road safety and curb corruption in traffic enforcement.
“The use of technology serves the greater purpose of attaining road safety, improving traffic flow, and hawala na ang kotong sa enforcement,” said Atty. Robert Robby Consunji, AAP trustee and chairman of government liaison.
NCAP, which was reimplemented on Monday, May 26, has already recorded around 580 violations, signaling increasing compliance among motorists.
AAP acknowledged public concerns regarding NCAP implementation—particularly issues surrounding violation notices and due process—but stressed that safeguards are in place.
“‘Yung road safety is a shared responsibility na sinasabi… May mga safeguard naman as far as the prior notice of the violation. May opportunity na mag-dispute,” Atty. Consunji said. “Kaya ‘di kami natatakot na subukan muna itong NCAP na ito dahil mas maganda ang NCAP kaysa sa wala.”
While NCAP is not a novel concept and is widely adopted globally, he urged Filipinos to adapt to a culture of discipline.
“I’m optimistic naman na ang Pinoy kaya namang sumunod sa batas. Ang problema lang talaga eh nakasanayang walang batas. Nakasanayang walang safety regulations. ‘Pag nakita mo ang flow ng traffic, may disiplina na naman ulit sa kalye. It’s the greatest deterrent to road traffic violations,” Consunji said.
He said recent efforts to depersonalize enforcement through AI technology have made traffic rules more consistently applied, reducing room for human error and potential abuse. “We’re hopeful that this will bring back traffic order and road safety.”
Responding to concerns about snail mail delays in delivering notices of violation, Consunji recommended transitioning to digital platforms.
“‘Yung notice of violation through snail mail must be improved. It must be moved to more technology-based notices by way of email, text messages, basta’t walang scamming,” he emphasized.
He also urged the public to keep their driver profiles and address records updated in the Land Transportation Management System (LTMS) portal to ensure proper notice delivery.
Consunji added that AAP remains vigilant to ensure that the policy respects due process and protects motorists’ rights.
