OCTOBER 14, 2019 – The Philippine Military Academy (PMA), the country’s premier institution that trains future defense and military leaders, asked the public to give them a chance to reform the organization following the death of a cadet, a spokeswoman said on Monday.
In an interview with One News’ Agenda, Captain Cheryl Tindog, PMA public affairs chief, said the academy’s new leadership are exerting efforts to overhaul the institution, which she described as “prone to abuse.”
Last month, cadet fourth class Darwin Dormitorio died after he was maltreated due to hazing by upperclassmen, an old practice at the PMA.
“Give us a chance to institute the reforms that we are now [pushing for],” Tindog said. “We are working very hard because we want to take care of the rest of the 1,500 cadets in our care,” Tindog said.
“We will eliminate all malpractices before so that we can actually change the culture. [We] are [also] taking suggestions and recommendations and we will always be for the good of the military academy,” Tindog added.
She said Dormitorio’s death prompted the PMA leadership to invite lawyers and experts to military schools to explain the Anti-Hazing Act of 2018 to cadets. The law, which was signed by President Rodrigo Duterte last year, prohibits all forms of hazing. Republic Act No. 11053 also imposes fines and additional penalties to those who plan and participate in the said rituals.
PRONE TO ABUSE
As part of the overhaul, Tindog said the PMA will introduce a new set-up for fourth-class cadets that will develop their character through coaching, mentoring, and counseling. She said the current system has much room for abuse of power on part of the upperclassmen as they are obliged to lead the plebes.
“We are abolishing the fourth-class system but we are trying to impose and implement the Cadet Leadership Development System. We believe in the natural good of the cadets,” she said.
At least seven upperclassmen had been charged in the death of Dormitorio before the Baguio City prosecutor’s office for violating the anti-hazing and anti-torture laws, and for murder.
