(February 6, 2025) – The House of Representatives on Wednesday, Feb. 5, impeached Vice President Sara Duterte, after 215 members voted to approve the seven articles of impeachment against her.
Only 106 votes, or one-third of the 316 House members, were required to impeach an official.
The articles of impeachment have already been transmitted to the Senate by House Secretary General Reginald Velasco.
The impeachment is based on grounds of culpable violation of the Constitution, betrayal of public trust, graft and corruption, and other high crimes.
The seven articles of impeachment against the Vice President are as follows:
1. Betrayed public trust, committed culpable violation of the Constitution and/or committed high crimes in contracting an assassin and plotting to murder or assassinate Pres. Bongbong Marcos, First Lady Liza Marcos, House Speaker Martin Romualdez, as publicly admitted by her in a live broadcast.
In a live broadcast in November 2024, Vice Pres. Duterte said she had contacted a hitman to assassinate the President, the First Lady, and the House Speaker if a plot to kill her succeeded.
Later, in an official statement, she denied the allegation, saying her words were “taken out of logical context.”
2. Betrayed the public trust and/or committed graft and corruption in her misuse and malversation of confidential funds appropriated to the Office of the Vice President (OVP) and Department of Education (DepEd)
According to the article, Vice Pres. Duterte has gravely betrayed public trust and has proven herself unfit to uphold the responsibilities of her office in managing public funds.
It added that this has been shown not only by her misuse and/or malversation of Confidential Funds, but also by her repeated attempts to conceal and suppress relevant information and documents on her fraudulent liquidations of how the Confidential Funds were spent.
3. Betrayed public trust and/or committed bribery and/or other acts of graft and corruption, including distributing monetary gifts to DepEd officials holding procurement-related functions
The complaint alleges bribery and corruption within the Department of Education, including the approval of bribes and attempts to rig the procurement process.
4. Committed culpable violations of the Constitution and/or betrayal of public trust in amassing unexplained wealth and failing to disclose all her properties and interests in properties in her Statement of Assets and Net Worth (SALN).
5. Committed other high crimes, including the high crime of murder and conspiracy to commit murder, in connection with her involvement in extrajudicial killings of the Davao Death Squad
6. Committed acts of destabilization constituting, at least, a betrayal of public trust and/or culpable violation of the Constitution, and even the high crimes of sedition and insurrection, such as refusing to attend SONA 2024 and appointing herself as designated survivor, attending rallies urging Pres. Bongbong Marcos’ resignation, defending fugitive Pastor Apollo Quiboloy, among others
7. Totality of the Vice President’s conduct clearly display conduct constituting a betrayal of public trust, culpable violation of the 1987 Constitution, and graft and corruption
At least 16 votes, or two-thirds of the 23 members of the upper chamber, would be needed to convict Duterte and remove her from office.
