(May 29, 2023) – Local officials from Batanes and Cagayan on Monday said they have undertaken all the necessary measures to prepare their communities for the possible impacts of Typhoon Betty as it further moves within the Philippines.
Justinne Jerico Socito, who works at the Batanes Emergency Operations Center, said they have activated the emergency operation center and the designated areas if ever residents must be evacuated.
“Handang handa naman ang aming probinsya at mga barangay para rito sa papalapit na bagyong Betty,” said Socito on Ted Failon and DJ Chacha sa Radyo 5. “Lahat ng pamilya ay aktibo at sanay sa paghahanda sa bagyo. Halos lahat ng bahay ay may tali at may mga window shutters na. Secured na ang mga bahay.”
Aside from the locals, Socito said they are monitoring the 47 tourists who have been stranded in Batanes because of flight cancellations. He added that the local government unit will provide for their needs if the storm worsens.
He also confirmed that they have received the family food packs from the Department of Social Welfare and Development (DSWD). They, however, were ordered to remove a brand of canned tuna, which earned criticisms for the weird taste that earlier recipients from Mindoro complained about, while the said product is being tested.
“Ipapa-test nila (DSWD) sa Bureau of Food and Drugs,” said Socito. “Inaantay na lang namin ‘yung pamalit ng DSWD. Pero dahil masama ang panahon, hindi pa makatawid ‘yung magdadala ng kapalit ng canned goods.”
In Cagayan, Rueli Rapsing of the Provincial Disaster Risk Reduction and Management Office said they experienced heavy rains and gusty winds earlier today but the weather has since improved.
So far, the municipalities of Gonzaga and Santa Ana were the first ones that implemented a preemptive evacuation of around 700 individuals.
Babuyan Islands, which is also under the jurisdiction of the province, has unhampered communications and electricity, according to Rapsing, pointing out that “everything is in place.”
As of 5 a.m., the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) upped Tropical Cyclone Warning Signal No. 2 in Batanes and the eastern portion of Babuyan Islands, signifying gale-force winds with a speed of 39 to 61 kilometers per hour (km/h). Several other areas in the north are under Signal No. 1.
The center of the eye of Typhoon Betty, which has international name Mawar, was estimated at 525 km east of Aparri, with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving northwestward at 20 km/h.
“Betty will move generally northwestward slowly today and may become slow-moving or almost stationary from tomorrow to mid-Wednesday while over the waters east of Batanes,” said PAGASA, noting that the storm may exit the Philippine Area of Responsibility by Friday.
