(July 1, 2024) – Sen. Sherwin Gatchalian on Monday underscored the need for significant educational reform following an international study revealing the low scores of Filipino students in creative thinking.
Last month, the Philippines ranked in the bottom four among 64 countries in the newly introduced creative thinking section of the Program for International Student Assessment (PISA).
“That’s a really long-term reform that we need to undertake in our country. Our curriculum is not designed to promote creative thinking,” said Gatchalian on One News’ Storycon. “It’s a curriculum adjustment we need to make so that our students will be able to adapt to the jobs of the future.”
He added that out of 30-plus subjects in the country’s high school curriculum, only two are geared toward creativity and information technology.
Gatchalian acknowledged PISA’s findings, noting the global shift to creative thinking.
“The number one skill in the next decades to come is creative thinking, not critical thinking. The whole world is getting more competitive when it comes to creativity. We’re not only competing among ourselves now, we’re also competing with artificial intelligence,” added Gatchalian, who chairs the committee on basic education.
The Philippines has also scored low in other assessments of PISA, particularly on aptitudes in math, reading, and science.
Gatchalian is being floated as the possible new secretary of the Department of Education (DepEd) following the resignation of Vice Pres. Sara Duterte-Carpio.
He, however, seemed to downplay the idea.
“I still have four years for my mandate (as senator) and was voted by 20 million Filipinos in 2022 to serve a six-year mandate. I still have four years to go and I plan to finish all of those years,” said Gatchalian.
When asked about the qualities needed in a DepEd chief, he mentioned decisiveness, experience in bureaucracy, and passion for education, stressing that there’s no space for “more experimenting.”
“A lot of solutions are outside the box, not the usual business as usual. You need to have that advocacy,” said Gatchalian.
