(August 31, 2020 ) – The Philippines will start sending 100,000 government-hired personnel on Tuesday to conduct a nationwide census to help decision-makers in laying down socio-economic policies, the Philippine Statistics Authority head said on Monday.
Dennis Mapa, the country’s chief statistician, said the national census, done every five years, will be done throughout the month of September, from Monday to Saturday, to gather vital household data as a guide to social and economic planners to alleviate poverty and chart the country’s economic growth.
“In these trying times, we have seen how important accurate data is to the lives of Filipinos,” Maps said in a statement, “That is why every Filipino household is encouraged to take part in the 2020 CPH.”
He said about 100,000 people, called enumerators and census supervisors, will fan out to the country’s 42,000 villages to hold face-to-face interviews based on an eight-page questionnaire, asking 53 specific demographic items, like age, gender, and highest educational attainment.
The interview is expected to last from 15 to 30 minutes per household by an enumerator, who was also recruited from the same village and closely coordinated with the local government units down to the barangay level.
As an added security, the enumerators will have a PSA uniform and identification card and no names will be asked. The information extracted is protected by the Data Privacy Act and unauthorized disclosure is punishable under the law.
The PSA said the interview will be recorded manually but there will be two small provinces where enumerators will use tablets to record information – Batanes in northern Luzon and Marinduque in the southern Luzon region. Coordination between the PSA and the local government units are important because the enumerators will not be sent to an area where there is a high incidence of coronavirus infection, or in an area where a lockdown is in place.
The PSA said it will also gather information through different methods – utilization of Self-Administered Questionnaire, via telephone interview or Paper-Assisted Telephone Interview, or Computer-Assisted Web Interview. The 2020 CPH aims to provide government executives and policymakers up-to-date information on population and housing that contributes to social and economic development plans, policies, projects, programs, as well as to develop key strategies for population management. This will be the 15th Census of Population and 7th Census of Housing.
The PSA hopes to complete the enumeration and delivery of the upcoming census by April or May 2021, yet said delays are normal given the COVID-19 crisis.
