(January 23, 2025) – The Department of Environment and Natural Resources (DENR) on Thursday stressed the importance of cooperation and partnership in addressing the country’s “waste crisis.”
The DENR launched the National Plastic Action Partnership (NPAP), which aims to strictly enforce Republic Act No. 11898 or the Extended Producer Responsibility (EPR) Act.
According to the DENR, the Philippines generates around 2.7 million metric tons of plastic waste every year.
“Tragically, a significant portion of this waste finds its way into our oceans, placing our country among the top reported contributors to marine plastic pollution globally,” said DENR secretary Maria Antonia Yulo-Loyzaga, as quoted by the Philippine News Agency.
An international study in 2023 revealed that the Philippines is the world’s leading contributor to plastic pollution, putting 350,000 tons of plastic waste into oceans each year or 3.30 kilograms per person.
“The NPAP aligns with our country’s national development priorities, specifically our broader goals of environmental integrity, economic resilience, and inclusive growth,” added DENR undersecretary Jonas Leones.
The EPR Act states that producers must be responsible for their plastic waste with increasing recovery of plastic footprints – the amount of plastic used and thrown away by individuals—starting in 2023. This year, it was set to 50%. By 2028 and beyond, they must recover 80%.
Leones expressed hope that they could create a policy to revoke the business licenses of non-compliant companies to the EPR Act through the NPAP.
In 2019, the DENR admitted that the Philippines is facing a “garbage crisis.”
According to the World Wide Fund for Nature, the Philippines is experiencing a plastic problem due to poor and weak implementation of waste reduction and management laws and insufficient recycling capacities.
Plastic pollution could contaminate the food and drinks of humans, injure or kill marine life and damage ecosystems, affect a country’s economy and trade systems, and worsen climate change through the emission of greenhouse gases, according to the International Union for Conservation of Nature.
