(May 9, 2025) – The Department of Education (DepEd) on Friday welcomed the decision of the Civil Service Commission to recognize K-12 graduates as eligible for first-level government positions.
Under Resolution No. 2500229 promulgated in March, the CSC revised its qualification standards to include both junior high school (JHS) and senior high school (SHS) graduates. Based on the directive, completing Grade 12 is now considered equivalent to the previously required two years of college for some government jobs.
“This is a huge step forward for our K-12 graduates, especially those from the technical-vocational-livelihood track. For years, our SHS students have been trained to be work-ready, but policy gaps kept them from entering the public sector,” said DepEd secretary Sonny Angara in a media release.
The revised policy also makes JHS graduates eligible for government positions that previously required a high school diploma.
“We thank the CSC for this landmark decision. It not only opens new doors for our learners but also boosts the government’s talent pool with fresh, young professionals trained under our K–12 system,” added Angara.
The K-12 curriculum, introduced during the term of the late former president Noynoy Aquino III in 2013 and fully implemented in 2016, added two years of high school in hopes of preparing students for the labor sector right after graduation.
However, a study by the Philippine Institute for Development Studies in 2020 found that only one in five SHS graduates joined the workforce, with most opting to study college.
Last month, the Philippine Statistics Authority revealed that nearly 19 million students who graduated from JHS and SHS in 2024 could not comprehend a simple story.
According to a study by the Philippine Business for Education, an education advocacy group, in 2024, many businesses are now willing to hire K-12 graduates but they still prefer college degree-holders.
There have been calls to abolish the K-12 curriculum and revert to the old setup due to persisting issues in the education sector.
