(August 17, 2023) – The Department of Education (DepEd) on Thursday announced that it will directly supervise the schools affected by the rift between Makati and Taguig following the issuance of the Supreme Court’s decision on the territorial dispute.
In a statement, the DepEd, which is headed by Vice President Sara Duterte-Carpio, said it issued Department Order No. 23 to protect the interest of students, teachers, and non-teaching personnel.
“The Office of the Secretary shall directly supervise the management and administration of all 14 schools, pending a transition plan, effective immediately,” said the DepEd, noting that the decision is consistent with its “mandate to provide a safe and enabling learning environment” to its main stakeholders.
Based on the order, the transition committee will have representatives from the DepEd, Makati, and Taguig. Any activity that the two local government units want to implement in those schools during the transition period should have prior approval from Duterte-Carpio’s office in the DepEd.
Earlier this week, Taguig Mayor Lani Cayetano led the Brigada Eskwela in some schools affected by the territorial row in the “embo” barangays. In the case of the Makati Science High School, there was a banner that read, “This property is owned by Makati,” but there was also a logo of Taguig on the gate.
Citing the Office of the Court Administrator, Makati Mayor Abby Binay said Taguig still needs a writ of execution before taking control over the 10 barangays cited in the Supreme Court ruling, namely Cembo, Comembo, Pembo, East Rembo, West Rembo, South Cembo, Pitogo, Rizal, Post Proper Northside, and Post Proper Southside.
Despite the apparent tension, Makati and Taguig have separately issued statements welcoming the DepEd’s move.
Taguig expressed hope that it would be able to receive its requested data from Makati now that there’s a transition effort.
“We fully expect that this will put an end to the constant stream of misleading public pronouncements that have been coming out and which serves no other purpose than to create confusion and anxiety at a time when we should be calming the public,” read Taguig’s statement.
Meanwhile, Binay said the DepEd’s move will be a significant step in “ensuring the uninterrupted and quality education” of students in those affected schools. She also vowed to work with the transition team for a “harmonious and effective transition.”
“This decision will greatly ease the worries and concerns of our students, parents and teachers,” said Binay. “Kaisa kami ni VP Sara sa kanyang layunin. Unahin natin ang kapakanan ng ating mga guro, mga kabataan, at kanilang mga magulang.”
In an earlier interview, Binay said they are still willing to provide supplies to students enrolled in the affected schools through the DepEd, stressing the need to push for the “best interest” of students.
“Gusto lang naman natin is a peaceful transition,” said Binay on One PH’s Sa Totoo Lang.
