(March 24, 2022) – A new law must be passed if the government wants the billion-peso online cockfighting or e-sabong to continue, a senator aligned with the administration said on Thursday, noting the issues with the gambling activity that boomed during the coronavirus disease (COVID-19) pandemic.
Senator Francis Tolentino said the government must also provide sufficient measures that would protect e-sabong players as he called for the resumption of traditional arena cockfighting.
“I cannot speak for the entire Senate. Sa akin, kung gagawing legal, itama. Kung gagawing bawal, ang tingnan naman eh baka may mga mag-kolorum naman diyan na ganyang operations,” said Tolentino on One News’ “Agenda” on Cignal TV. “I’m just one voice. This will be a collegial decision.”
On Wednesday, the Philippine National Police (PNP) said the three cops involved in the alleged abduction of e-sabong agents have already been placed under restrictive custody while the probe remains ongoing.
Police Colonel Rogart Campo, the Laguna provincial chief, was relieved from his post. He’s now under the holding unit of the Directorate for Personnel and Records Management after gaming magnate Atong Ang identified him during a Senate hearing for allegedly receiving P1 million. Campo was also accused of conspiring against Ang.
“Hindi lang limitado sa mga pangalang nabanggit ‘yung ating investigation,” National Police spokeswoman Colonel Jean Fajardo said.
“In fact, ‘yung kanilang immediate supervisors at team leaders ay ini-imbestigahan din under the doctrine of command responsibility para tingnan kung alam ba nila o nagkaroon ng kapabayaan.”
Tolentino said the involvement of policemen in the disappearance of e-sabong players was “shocking” but he’s confident that the truth will eventually come out. The legislative hearings would be helpful in the investigations into the disappearance of sabungeros, he added.
So far, the Criminal Investigation and Detection Group has filed charges of kidnapping and serious illegal detention against 15 individuals for the disappearance of 34 e-sabong enthusiasts.
Calls to suspend e-sabong gained steam following the disappearance of e-sabong players, but President Rodrigo Duterte said the government cannot afford that move given the revenues accumulated from this activity. About P1.3 billion collections were earned from seven licensees since the year started.
“Ang appeal ko lang sa mga congressman, huwag na lang n’yong anuhin ‘yan, kumikita ‘yan. Walang nakikinabang diyan ha, except Pagcor (Philippine Amusement and Gaming Corporation) and ‘yung malalaking players na naglalaro talaga diyan,” said Duterte in a public address last week.
But Tolentino said the government must also clarify the withholding agency for e-sabong winnings, noting that Pagcor collects regulatory fees only.
“Dapat ‘yan, klaro sa batas and I hope the BIR (Bureau of Internal Revenue) will be coming out soon with a circular, maklaro ‘yan. But that is not the end of the story. We still have to put a definite legal authority on this,” said Tolentino.
