(June 2, 2022) – A quote card has been circulating on Facebook claiming that Vice President-elect Sara Duterte-Carpio said she will ask Congress to legislate a K14+ basic education curriculum and make unpaid military service mandatory for two years.
This claim is fake.
CLAIM:
A quote card being shared on Facebook shows Duterte-Carpio saying she will immediately ask lawmakers to amend the K+12 basic education program into K14+, adding two more years.
It also claimed that Duterte-Carpio will make the Reserve Officers’ Training Corps (ROTC) course mandatory in addition to two years of unpaid service in the Armed Forces of the Philippines (AFP).
“SA IKAUUNLAD NG BAYAN, DISIPLINA NG KABATAAN ANG KAILANGAN,” allegedly said Duterte-Carpio on the quote card.

FACTS:
Duterte-Carpio never said the words shown in the quote card, which was also riddled with grammatical errors. At the most, she has only floated the idea of asking Congress to legislate subsidized mandatory military services for Filipinos who reach the age of 18, which is different from the ROTC.
Duterte-Carpio’s spokesperson, Department of Tourism secretary nominee Christina Frasco, on Thursday clarified that the quote card was not true.
“Vice President-elect Sara Duterte has never released any statements to this effect. The quote card is fake,” said Frasco in a statement.
She also urged the public to be more circumspect on social media, noting they expect more false information on Duterte-Carpio to proliferate.
“This is not the first, and we anticipate that this will not be the last of these nefarious attempts to discredit, attack, and attribute lies and conjectures against Vice President-elect Sara Duterte,” added Frasco.
The quote card appears to have been edited from the original post by Iloilo-based news organization Daily Guardian, where Duterte-Carpio was quoted reacting to her nomination as the next secretary of the Department of Education.
“I am just waiting for the proclamation of winners in Congress and the transition,” said Duterte-Caprio in the original quote card. “By June 30, I am ready to rumble. We were actually both excited because educating our young people is very important for the progress and development of our nation.”

Despite having been repeatedly fact-checked by other fact-checkers, the quote card continues to be republished several times on Facebook. Some are sharing it in comment sections as well, gaining more traction despite being fake.
Proposals to require the ROTC and military service to the youth have been contentious topics among Filipinos, especially as the country abolished the mandatory ROTC in 2002 following the death of Mark Welson Chua, a student and cadet who disclosed alleged corruption in the program at the University of Santo Tomas.
