(June 16, 2022) – A Tiktok video has claimed that Vice President Leni Robredo and Senator Francis “Kiko” Pangilinan have refused to disclose how much they had spent in the electoral campaign for the May 2022 polls.
This claim is false.
CLAIM:
On June 11, a Tiktok video was uploaded by @hachuchu, a staunch supporter of President-elect Ferdinand “Bongbong” Marcos Jr. and Vice President-elect Sara Duterte-Carpio. In the video, he said:
“Guys, ang pakiusap ko lang, sana wag tayong judgmental. Alam naman natin, oo, nilabas na publicly yung kila BBM at kay Sara. Pero yung sa dalawa, malay niyo ine-edit pa.”
He was reacting to a tweet of another BBM-Sara supporter, displayed as the background of his video which read:
“Leni-Kiko have filed their SOCE, but refused to disclose how much they spent. Gobyernong tapat daw, haha.”

FACTS:
Vice President Robredo and Senator Pangilinan had filed their respective statements of contributions and expenditures (SOCE) at the Commission on Elections (COMELEC) a day before the deadline of the month-long filing period. Robredo submitted her SOCE on June 7 and Pangilinan filed his SOCE the next day,
Section 14 of Republic Act No. 7166 mandates every candidate and treasurer of the political party to submit full, true and itemized statements of all contributions and expenditures within 30 days after the election.
Even if the candidates or parties concerned did not receive any contribution or spend for their campaign, they are still required to file their SOCEs, regardless of the election results.

Marcos Jr. and Duterte also filed their SOCEs before the deadline but publicly disclosed the first pages of their statements.
The incoming president spent over P623 million on his campaign, still within the P674 million limit. While Duterte spent P216 million for her VP campaign, both from cash and in-kind contributions.
As a regulatory measure, candidates for president and vice president have an expenditure limit of P10.00 for every registered voter as per Section 13 of Republic Act No. 7166. Other candidates may spend P3.00 for every registered voter in the constituency where they filed their certificate of candidacy. While political parties may spend P5.00 per registered voter.
There were 67.4 million Filipinos who registered to vote in the 2022 elections.
The COMELEC has yet to release copies of the SOCEs filed at their office to the media.

As of writing, the Tiktok video has received more than 49,700 views, 3,197 likes, 219 comments, and 43 shares. The @hachuchu Tiktok account has over 13,900 followers.
Meanwhile, the tweet now has 1,867 likes, 440 retweets, and 116 quote tweets. The Twitter user @AlfredoGenom has more than 16,300 followers.
