(June 30, 2021) – A city mayor on Wednesday suspended the operations of a Valenzuela plastic hose factory after finding a pattern of labor laws violations, including payment of daily wage to a worker in coins.
Rex Gatchalian suspended the business license of NexGreen Enterprises, halting its operations for two weeks for failure to give proper compensation to its workers. This was not the first time Gatchalian had suspended businesses operating in Valenzuela City.
“We were supposed to produce documents, but we’re waiving that [because] they are accepting all their mistakes, so they will be suspended officially by today,” said Gatchalian, who gave the company 15 days to respond.

Gatchalian had ordered officials to investigate NexGreen Enterprise after one of its workers, Russel Mañoza, complained about receiving his salary in five- and ten-centavo coins.
The city government’s Workers’ Affairs Office has found out the company has also been shortchanging Mañoza by as much as P55,000 for unpaid overtime pay, holiday pay, and underpaid salaries—a clear violation of the Labor Code.
It could also face sanctions for not providing state insurance benefits to its laborers, like Social Security System, Philippine Health Insurance Corporation, and PAG-IBIG Fund.
NexGen also violated the civil code when it paid the worker coins beyond the maximum limit allowed by law, according to the city mayor.
“Wala kang puwang sa lungsod ng Valenzuela kung ganyan ka tumrato as manggagawa mo. Mga tao yan, may pamilya yan, may damdamin yan, naghihirap yan, wag namang [ang] tingin mo sa kanila ay ganun ganun na lang,” Gatchalian said.
Mañoza said NexGreen deliberately paid him in coins to get back at him for decrying unfair labor practices within the company.
Jasper So, the company owner, refuted Manoza’s claim, insisting the company had only committed a mistake in handing him coins. The coins were supposed to be used as religious offerings, he added.
He had apologized to the worker.
“Regardless kung nagkamali man, it’s my command responsibility so I accept anything. Hindi na ako magko-contest,” So said. “Kung anuman ‘yun, Russel, humihingi ako ng dispensa sa lahat ng ‘yun. Sorry na lang.”
