(November 29, 2023) – In a bid to address the high number of unregistered motor vehicles, the Land Transportation Office (LTO) on Wednesday said it will hold a nationwide caravan to bring services closer to barangays and simplify the process that vehicle owners must go through.
LTO chief Atty. Vigor Mendoza II said they will partner with local government units to ensure that the backlog will be addressed.
Citing LTO data, Mendoza said there are around 24.7 million vehicles—mostly motorcycles—with expired registration. Many of them are from Metro Manila, Central Luzon, and Calabarzon.
“Sa level ng barangay ay madali nang malalaman ng ating mga opisyales ng barangay kung sinu-sino at ilan sa kanilang constituents ang hindi rehistrado ang mga motorsiklo at mga sasakyan. Kaya tayo po ay hihingi ng tulong sa kanila tungkol dito,” said Mendoza in a statement.
According to Mendoza, the LTO acknowledges that some vehicle owners have difficulty using online platforms for their registration, so the agency needs to reach out to them.
Last February, the LTO launched an online system called the Land Transportation Management System portal where vehicle owners can renew their registration.
Mendoza stressed that the national caravan forms an integral part of their “No Registration, No Travel” policy, adding that its implementation has led to the “apprehension of hundreds of vehicles across the country.” Mendoza assured that they are serious about strictly implementing this policy.
“Extra effort ito sa amin sa LTO pero lahat ng magiging pagod ay worth it naman dahil ang pinag-uusapan dito ay ang pagtitiyak ng road-worthiness ng mga sasakyan na siyang mandato ng inyong LTO,” added Mendoza.
The LTO, which is under the Department of Transportation, handles the registration of vehicles and enforcement of transportation laws to ensure safety on the road. Driving an unregistered vehicle or one with an invalid registration has a corresponding fine.
The LTO can also suspend the registration of vehicles involved in various driving and traffic violations as a form of penalty. Some of the most common traffic violations that can lead to suspension or revocation of driver’s license or impoundment are reckless driving and drunk driving.
As of April 2022, the LTO said it has lost around P37 billion worth of revenue due to the non-registration of vehicles. Of this amount, P18.4 billion was supposed to come from four-wheeled vehicles while P15.5 billion was due from motorcycles. Another P3.25 billion accounts for trucks and buses.
Mendoza said the problems with non-registration must promptly be addressed due to its grave implications.
“These (unregistered) motor vehicles are threats to road safety. We have to be strict in implementing the laws on land transportation not only to make it fair to law-abiding motor vehicle owners but also for the welfare of road users,” said Mendoza last week.
