(September 29, 2023) – The Department of the Interior and Local Government (DILG) joined other government agencies in supporting the wider implementation of peace education not only in schools but also in barangays.
DILG secretary Benhur Abalos Jr. said the members of the Sangguniang Kabataan (SK) can take part in the peace education seminar in their respective localities.
“We will make sure that peace education will be mandatory in all barangays,” said Abalos in a speech during the 2nd National Peace Education Summit last Wednesday. “Let’s have this program for all the barangays to have a seminar for all of our SKs after this election so that this program will start at the grassroots.”
In 2006, former President Gloria Macapagal-Arroyo signed Executive Order (EO) No. 570, which sought to institutionalize peace education in schools for students and teachers.
It mandated the Office of the Presidential Adviser on the Peace Process (OPAPP) to connect with the Department of Education (DepEd) and the Commission on Higher Education (CHED) in sustaining the implementation of the policy.
In 2021, former President Rodrigo Duterte renamed OPAPP into the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) through EO 158. It is also through this issuance that peace education became one of the central peacebuilding strategies of OPAPRU.
The office is pushing for the passage of another EO, this time under President Bongbong Marcos Jr., to “further accelerate the creation of a rich network of peace weavers and educators both nationwide and worldwide.” It came as a result of the 1st National Peace Education Summit last year.
Aside from the DILG, CHED chairperson Prospero De Vera also expressed their support for peace education. He urged the government to engage “students in meaningful discussions and experiential learning opportunities” to further mainstream their existing efforts.
“Our institutions of higher learning have a pivotal role to play in shaping the future of our society and by embracing peace education, we can pave the way for a more harmonious and just world,” said De Vera in a message read by CHED commissioner Dr. Ronald Adama.
CHED has issued several memoranda about peace education in higher educational institutions.
At the basic education level, Vice President Sara Duterte-Carpio, who’s also the DepEd secretary, said the Matatag curriculum “teaches students to support peace.”
When the revised curriculum was launched last August, minority lawmakers and progressive organizations called on DepEd to integrate a “justice component” that would introduce children to peace processes and the importance of human rights and democracy.
“We won’t have a just and lasting peace if the people are being deprived of basic social services, and only those who sit in high places of power get to gain wealth,” said Kabataan Rep. Raoul Manuel last August. “Peace doesn’t exist in a vacuum.”
