(January 16, 2024) – President Ferdinand Marcos Jr. has planned to build 28 new primary care facilities to expand healthcare services, the health secretary said on Tuesday.
Teodoro Herbosa said the health care facilities, called “national ambulatory and urgent care facilities,” would provide outpatient care for various specialties as part of the government’s efforts to decongest regional hospitals.
“Ito ay parang ospital pero wala yung kama,” Herbosa said about the facilities. “Kumpleto siya – may family medicine, may OB (obstetrics), surgery, medicine, orthopedics. May x-ray, laboratory, everything you can find, pati day surgery.”
These primary care facilities, which will be run by regional specialty centers, are expected to cater to 28 million Filipinos nationwide, he said.
Herbosa said he hoped that the Philippine Health Insurance Corporation (PhilHealth) will provide primary care benefits for patients who will avail of services from these primary care facilities, including consultations, laboratory testing, medications, and outpatient surgical procedures.
“‘Yun ang reklamo ng kababayan namin – kumpleto ang services sa mga regional hospital pero naghihintay sila ng matagal. Anim na oras, one day bago sila maasikaso,” he said.
The government runs 66 hospitals across the country, with a cumulative bed capacity of more than 27,000, based on the health department’s 2019 data.
Last year, President Ferdinand Marcos Jr. signed into law the creation of regional specialty centers in every region across the country, which proponents in Congress touted would expand specialized healthcare services to Filipinos outside the national capital region.
These specialty centers under government-owned hospitals will be mandated to offer specialized healthcare services such as cancer, cardiovascular, respiratory, renal, and neurological care, depending on the needs of the region.
In a video statement earlier this week, Marcos said health authorities established 131 specialty centers across the country last year since the passage of the law. The government has also set aside P11.12 billion to establish more specialty centers this year, he said.
