House backs Marcos’ Cabinet revamp; calls it bold step toward better governance

(May 23, 2025) — House Speaker Martin Romualdez on Thursday expressed full support for Pres. Bongbong Marcos’ directive to revamp his Cabinet, calling the move a decisive step toward stronger governance and more efficient public service.

“The House of Representatives fully supports Pres. Ferdinand R. Marcos Jr.’s decision to revamp the Cabinet. It is a strong and necessary step – proof that he listens, acknowledges and acts with resolve,” Romualdez said in a statement issued May 22.

Marcos’ directive, which required all Cabinet members to submit courtesy resignations, is part of a broader strategy to streamline government operations and enhance responsiveness to public needs.

“As Speaker and leader of the 306-strong House of Representatives, I commend the President’s courage in demanding accountability and realigning governance,” Romualdez said.

“We are ready to work with the new Cabinet to create jobs, lower food prices, and ensure better public service.”

Romualdez also emphasized Congress’s vital role in supporting and overseeing executive actions to ensure that reforms are effectively implemented in line with national goals.

“We will sharpen our oversight role and advance his agenda. This is a shared mission by the House and by reform-minded leaders,” he said.

Malacañang clarified through Executive Secretary Lucas Bersamin that the move is not a blanket dismissal of officials, but a step to give the President greater flexibility in forming his team.

Romualdez concluded by reaffirming the House’s commitment to legislative support and accountability: “Ang kailangan ngayon: pagkakaisa at malasakit. I stand with the President. The nation comes first.”

As of 11 a.m., May 23, at least 36 officials have formally expressed their resignation, following the President’s instruction issued on May 22.
