(September 5, 2024) – Labor groups on Thursday slammed the Department of Labor and Employment (DOLE), saying the agency is manipulating the definition of employment in the Philippines.
Kilusang Mayo Uno (KMU) didn’t agree with the comment of DOLE undersecretary Carmela Torres that defined an “employed person” as an individual who works at least one hour during a prescribed salary period.
Torres, who was DOLE’s representative during its budget deliberation in the Senate, noted that her definition came from the International Labor Organization.
“Incredible nga naman itong DOLE at gobyernong (Bongbong) Marcos Jr. Lahat ng standard binabago. Binago ang depinisyon ng mahirap. Binago kung ano ang gutom. Ngayon naman, binago ang depinisyon ng may trabaho,” said KMU secretary general Jerome Adonis in a statement.
He furthered that workers will not be fooled by such an assertion, saying they know the truth of their situation.
“Palibhasa itong mga opisyal ng DOLE at si Marcos Jr. mismo, one hour a day lang may trabaho,” added Adonis. “Huwag nilang ipares sa kanila ang mamamayan. Nagpapagal ang mga manggagawa, kaya deserve namin ng maayos na sahod at regular na trabaho, hindi lokohan.”
Kilusan Manggagawang Kababaihan (KMK) also slammed the “shallow definition” of employment provided by DOLE, adding that it will likely decrease the number of unemployed Filipinos.
According to the Philippine Statistics Authority (PSA), the country’s unemployment rate fell to 3.1% or over 1.6 million Filipinos last June. The employment rate, meanwhile, was at nearly 97%.
“Ang problema, hindi natin matutumbok ang mas malalim usapin na kinakaharap ng ating mga manggagawa tulad ng malawakang disempleyo, kawalan ng de kalidad na trabaho at mababang pasahod,” said KMK chairperson Jacq Ruiz in a media release.
Marcos has repeatedly touted the economic gains of the country under his watch, including improved employment. Labor groups, however, have chastised him for not hearing the plight of workers, including constant pleas for higher pay.
“Kahit anong tumbling ni Marcos na pagmukhaing may nagagawa ang administrasyon niya, ‘di niya maide-deny na salat ang sahod, kulang ang trabaho at laganap ang kahirapan,” said Adonis.
