(May 26, 2025) – President Ferdinand Marcos Jr. on Monday called on the Association of Southeast Asian Nations (ASEAN) and its partners to step up support for climate financing, saying the region cannot meet its climate goals without stronger, more predictable funding.
Speaking at the ASEAN Summit in Kuala Lumpur, Malaysia, Marcos stressed that Southeast Asian countries need consistent international support to meet their environmental commitments and protect their most vulnerable communities.
“We urge ASEAN’s partners to scale up predictable and accessible and adequate climate finance to enable ASEAN to realize its climate ambitions and safeguard the future of our communities,” said Marcos during the leaders’ intervention session.
Climate finance refers to grants, loans, and investments that support countries in reducing carbon emissions and adapting to the impacts of climate change. But for years, developing nations — especially in the Asia-Pacific — have struggled with the slow delivery of funds promised by wealthier countries.
While Marcos didn’t name specific countries or highlight funding gaps, his remarks reflect growing frustration among ASEAN members over the lack of meaningful progress.
Countries like the Philippines, Indonesia, and Vietnam are among the world’s most climate-vulnerable. The Philippines, in particular, has topped the World Risk Index for three consecutive years as the most disaster-prone nation globally.
“We underscore the urgent need to accelerate the adoption of a legally binding code of conduct in the South China Sea. This is to safeguard maritime rights, promote stability, and prevent miscalculations at sea,” added Marcos.
In July 2024, the Philippines was chosen to host the Loss and Damage Fund Board, a global mechanism tasked with helping vulnerable countries cope with the impacts of climate change — especially those already facing irreversible damage.
Malaysian Prime Minister Anwar Ibrahim, who hosted the summit, noted ASEAN’s need to balance engagement with global powers and regional independence.
“I have taken the liberty also to write to Pres. Donald Trump to seek his understanding to organize a US-ASEAN meeting, which means we observe seriously the spirit of centrality. It speaks not only to our aspirations but to our obligations,” said Anwar.
ASEAN leaders are expected to release a joint statement at the end of the summit outlining commitments on climate action, maritime security, and regional economic recovery.
