(November 4, 2022) – The Philippines on Friday condemned North Korea’s latest missile launches, which included a failed intercontinental ballistic missile (ICBM) test, raising grave concerns that it will “undermine peace and stability” in the region.
In a statement, the Philippines’ foreign affairs department urged all parties to “exercise utmost restraint” amid growing tensions in the region.
“The Philippines condemns the DPRK’s (Democratic People’s Republic of Korea) latest missile launches which further increase tension and undermine peace and stability in an already volatile region,” the department said in the statement.

Earlier, foreign media reports said North Korea had tested what the United States said was an ICBM (intercontinental ballistic missile) on Thursday morning, although it ended in failure. ICBMs, which can travel by at least 5,500 kilometers, are mainly designed for delivering nuclear weapons.
A day before this, North Korea also fired at least 23 ballistic missiles, of which one for the first time landed less than 60 km off South Korea’s coast or within a disputed maritime border between the two nations.
The Philippines, through the foreign affairs department, urged North Korea to comply with its obligations based on the resolutions of the United Nations (UN) Security Council and commit to “constructive and peaceful dialogue” with South Korea.
In a press briefing, Foreign Affairs Assistant Secretary Daniel Espiritu said the Philippines has expressed concerns on North Korea’s ballistic missile activities.
“We’ve always called on North Korea to abide by the relevant UN Security Council resolutions on this issue, and we’ve always called on the parties in the Korean peninsula to return to the negotiating table to find a peaceful resolution on this dispute,” he said.
North Korea has been conducting missile launches in protest to South Korea and the United States’ largest-ever air exercises. The two nations decided to extend the exercises by another day following the North’s actions, Yonhap reported.
The UN Security Council had adopted nine major sanctions on North Korea opposing the country’s nuclear and missile activities since 2016. The council has called on North Korea to cease the activities and rejoin the nuclear Non-Proliferation Treaty.
The Philippines was once among North Korea’s largest trading partners until the country suspended trade relations with the East Asian country in 2017, in compliance with the UN Security Council’s trade sanctions.
In another meeting in Manila, Dr. Mori Masafumi, special advisor to Japan’s Prime Minister, also condemned Pyongyang’s missile launches in a meeting with Philippine economic officials led by Finance Secretary Ben Diokno.
