(August 15, 2023) – After being questioned by a lawmaker, the head of the Philippine Amusement and Gaming Corporation (PAGCOR) on Monday justified the cost of their controversial new logo during a panel hearing into its proposed budget for next year.
PAGCOR chairperson Alejandro Tengco claimed that the P3 million price tag of the blue-and-red logo was already “very cheap” since they also had to change the logo in calling cards, stationaries, envelopes, and other assets nationwide in light of their rebranding.
“Napakamura na ‘yung P3 million na ‘yun,” said Tengco during the hearing of the committee of appropriations in the House of Representatives. “When you rebrand, that means hindi lang ‘yung logo specifically ang gagawin. What are the deliverables? The graphic designer has to be able to make sure that the implementation and the use of the said logo will properly be done.”
Tengco was responding to the questions raised by Kabataan Rep. Raoul Manuel, who said the new logo costs too much since even commercial brands can undergo rebranding by only spending around $100 or roughly P5,700. He added that the country has a lot of artists who can do a much better job at a more reasonable cost.
“Tayo pa sa government na mas nagtitipid tayo and we claim we don’t have fiscal space for other budget items pero para sa ganito, merong ganun?” said Manuel. “I think we have to be frank here.”
Despite the justifications mentioned by Tengco, Manuel maintained that the logo can be adjusted to the particular uses needed by PAGCOR without having to spend millions of pesos, adding that public funds must be put to proper use.
“Hindi natin madi-dismiss ‘yung tanong kung bakit umabot sa ganoon ‘yung ginastos for the new logo of PAGCOR kasi ‘yung P3 milyon malaking bagay siya,” stressed Manuel.

PAGCOR faced stern criticisms when it launched its new logo last month, explaining that it embodies fire elements that signify “energy, inspiration, passion, and transformation.” More Filipinos were outraged upon learning that the agency spent P3 million to create the new logo.
Netizens were also quick to notice the resemblance of the new logo with that of a gasoline company and a popular noodle brand.

Last week, Sen. Nancy Binay filed a measure to strengthen the standards when it comes to creating and changing government logos.
“We need to ensure that official seals and logos convey national ideals and traditions that express the principles of sovereignty and national solidarity,” suggested Binay.
