(June 19, 2025) – President Ferdinand Marcos Jr. is open to discussions on calls for the Philippines to rejoin the International Criminal Court (ICC), Malacañang said on Thursday.
According to Palace Press Officer Usec. Claire Castro, Marcos is willing to consider suggestions about returning to the ICC following a United Nations expert’s call for the country to strengthen its commitment to human rights.
“Open po siya (President Marcos). Noong huli po kaming nag-usap dahil noon pa po natin ‘to napag-usapan, sinabi po niya na open naman po siya,” said Castro in a media briefing.
UN Special Rapporteur Irene Khan, who focuses on the promotion and protection of freedom of opinion and expression, had urged the Philippine government to ratify key human rights treaties — including the Rome Statute of the ICC.
The Philippines ratified the Rome Statute in 2011 but withdrew in 2019, after the court launched a probe into former president Rodrigo Duterte’s bloody war on drugs.
Duterte was arrested last March and detained at The Hague in the Netherlands, facing charges of alleged crimes against humanity for a campaign that, according to human rights groups, left nearly 30,000 people dead.
Khan also urged the Philippines to sign the International Convention for the Protection of All Persons from Enforced Disappearance, abolish the National Task Force to End Local Communist Armed Conflict, and end extrajudicial killings.
She noted that President Marcos’ administration has tried to set a “new tone” in engaging with civil society, the media, and the UN human rights system compared to the previous administration of former president Rodrigo Duterte.
Castro welcomed the UN special rapporteur’s remarks.
“Nabasa ko po iyong artikulo na ‘to at natutuwa at kinasisiya po natin na napapansin internationally ang ginagawa ng Pangulo at ng pamahalaan para paigtingin ang karapatang-pantao,” added Castro.
“Ang sinabi po at ang suggestion po ng UN Rapporteur, ito po ay magandang suhestiyon at pag-aaralan po kung talaga pong dapat pa ring sumapi, mag-join sa ICC at i-ratify iyong ibang international human rights law. So, pag-aaralan po itong mabuti ng ating Pangulo.”
