(March 13, 2025) – The Philippines will continue cooperating with the International Police Organization (Interpol) should the International Criminal Court (ICC) issue more arrest warrants against other individuals linked to former president Rodrigo Duterte’s bloody war on drugs, the Department of Justice (DOJ) said on Thursday.
This came amid speculation that Sen. Bato Dela Rosa, who served as chief of the Philippine National Police at the height of the campaign, could be apprehended next.
“We will have to comply with our obligations with Interpol,” said DOJ assistant secretary Mico Clavano. “Malaki ang mawawala kung umalis tayo sa Interpol. Crucial na makipag-coordinate sa Interpol dahil malaking mekanismo ito kung bakit naso-solve ang transnational crime.”
The DOJ earlier clarified that the Philippines remains a member of Interpol despite the country’s withdrawal from the ICC since the two organizations operate independently.
On Tuesday, Pres. Bongbong Marcos Jr. reiterated that the government was simply fulfilling its obligations to Interpol, which received the ICC’s arrest warrant for Duterte over alleged crimes against humanity. Human rights groups estimated that Duterte’s brutal war on drugs killed around 30,000 individuals.
Duterte was flown to The Hague, Netherlands on Tuesday and has since been transferred to a detention facility of the ICC while awaiting trial.
According to the Rome Statute, the ICC can intervene when a country’s judicial system is deemed unwilling or unable to prosecute serious crimes like genocide, war crimes, crimes against humanity, and crime of aggression.
But despite the ICC’s intervention, the DOJ maintained that the country’s justice system is functioning and continues to investigate the alleged extrajudicial killings committed by Duterte and his cohorts.
“(We are) still collating evidence regarding the drug war. We are investigating a systemic attack on civilians. However, it has not reached the point that we are ready to prosecute and ready to file it in court,” said Clavano. “Kaya nung nauna ang warrant sa ICC, no choice (ang Pilipinas) but to follow and cooperate with Interpol.”
