(August 14, 2024) – Philippine National Police (PNP) Chief Gen. Rommel Francisco Marbil has ordered a comprehensive review of Oplan Double Barrel and its earlier operations to assess its effectiveness and pinpoint areas of strength and weakness as part of the ongoing effort to strengthen the PNP’s recently updated anti-illegal drugs campaign.
Gen. Marbil emphasized the need to examine both past and present strategies in the fight against illegal drugs. He said by understanding what has been effective and what has not, they can refine their approach and ensure a more effective and humane campaign moving forward.
He announced that they will form a review panel to conduct this assessment. The panel will be led by the Office of the Deputy Chief, PNP for Operations (TDCO) and will include representatives from the PNP Quad Staffs, as well as the Internal Affairs Service (IAS) and the PNP Human Rights Office.
“This review panel will bring together the key components of our police force to ensure a comprehensive and balanced evaluation. We want to make sure that all perspectives are considered, especially those that relate to upholding human rights and maintaining strong community relations,” said PNP Chief.
A detailed memorandum will be issued soon, containing guidelines outlining the functions of the review panel, along with the deadline for submitting its findings and recommendations. He stated that the insights gained from the review will directly inform their recalibrated strategy, ensuring that the anti-illegal drugs campaign is not only effective but also aligned with the principles of justice and human rights.
