PNP chief Torre to Roque: Surrender yourself

(June 2, 2025) – Newly installed Philippine National Police (PNP) chief Nicolas Torre has called on former presidential spokesperson Harry Roque to surrender to authorities and face the human trafficking charges filed against him in relation to illegal offshore gaming operations.

Speaking to the media after his change-of-command ceremony, the 31st PNP chief emphasized that Roque is among several high-profile individuals with outstanding arrest warrants issued by Philippine courts for serious charges.

“Surrender yourself to the court. You really have to come (home) and submit yourself to the jurisdiction of the courts,” Torre said. “Make your case and give your arguments regarding your case.”

Torre urged Roque and the other accused to turn themselves in rather than evade arrest.

“It is but prudent for the other accused to just surrender themselves. Post bail so that you can prepare for your defense,” he said.

According to Torre, the Department of Justice has found probable cause to pursue the case, which prompted the court to issue a warrant of arrest. He noted that the government has already begun taking coordinated steps to locate and apprehend the accused.

He also revealed that Roque’s passport, along with those of his co-accused, is in the process of being canceled to prevent international flight.

“Interpol is just one of the many mechanisms we can harness,” Torre said, referring to the global police organization that the Philippines is coordinating with to pursue international efforts.

The PNP chief reiterated that this is a “whole-of-government approach” and assured the public that law enforcement agencies are committed to enforcing the law regardless of the political or public profile of those involved.
