(March 10, 2025) – The Philippine National Police (PNP) on Monday maintained that it would be obligated to assist the International Criminal Police Organization (Interpol) if a red notice is issued against former president Rodrigo Duterte.
PNP spokesperson Brig. Gen. Jean Fajardo clarified that they have not yet received any information regarding Interpol and Duterte. She also denied rumors that the PNP is preparing to deploy 7,000 police officers to apprehend Duterte.
“Wala pa tayo sa ganoong estado, pero siyempre, napag-uusapan ‘yan because we are hearing some news, and the PNP is looking at the developments with respect dito sa possible issuance ng warrant of arrest against the (former) president,” Fajardo said.
This came after rumors circulated on Sunday that the International Criminal Court (ICC) has issued an arrest warrant against Duterte for crimes against humanity during his brutal war on drugs.
While the ICC has no direct authority over the PNP, Fajardo acknowledged that as a member of Interpol, the Philippines would be obliged to cooperate if it issues a red notice.
“Wala tayo sa ngayon na plano na magtaas ng alerto at huwag nating pangunahan ang proseso. But on the part of the PNP, we are prepared for any eventuality in case na may hihinging tulong sa atin ang Interpol,” said Fajardo.
A red notice is a “request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action,” according to Interpol.
The Malacañang has stated that the ICC can course through the arrest warrant via Interpol since the international tribunal is not recognized by the Philippines after withdrawing its membership in 2018.
Duterte ordered the country’s withdrawal after the ICC started looking into his inhumane war on drugs, which killed around 30,000 individuals, according to human rights groups.
Fajardo also explained that the recent increased presence of police officers in Davao City, Duterte’s hometown, is not related to the former president but is part of nationwide security drills ahead of the elections.
