PRISON SCANDAL | Gunmen shoots dead Ex-BuCor official linked to GCTA mess
February 19, 2020 , 04:54 PM

FEBRUARY 19, 2020 – Two gunmen on Wednesday shot dead a former official of the Bureau of Corrections (BuCor) linked to a prison scandal last year, police said.

Lawyer Fredric Anthony Santos, a former head of the prison’s legal division, was shot in the head by two men when he was about to fetch his daughter in a school at Brgy. Poblacion in Muntinlupa.

“The victim, who sustained gunshot wounds in the head, was declared dead by the Muntinlupa Rescue Team,” a police report said.

“The suspects fled to unknown direction.”

Santos was among 30 BuCor officials who were meted a six-month preventive suspensions without pay last September after a Senate inquiry showed they were involved in some questionable release of convicts through the good conduct time allowance (GCTA) law.

In one of the Senate’s hearings, Senator Panfilo Lacson had confronted Santos with allegations he was involved in illegal drugs trade with imprisoned Chinese drug lords. But Santos had denied the accusations.

The GCTA scandal was uncovered following the public outrage in connection to the possible early release from the National Bilibud Prisons of former Calauan, Laguna mayor Antonio Sanchez, who was convicted for the rape and murder of two students of the University of the Philippines Los Baños in the 1990s.

A wife of a Bilibid inmate also went forward and testified that some BuCor officials had been offering early release of prisoners in exchange of money under the GCTA law. (Karen Macalalad/MM)
