(July 3, 2024) – Some private schools in the Philippines are proposing a tuition fee increase ranging from 3% to 12% for the upcoming school year.
“Main reason for that tuition fee increase is of course yung inflation. Pataas na kasi ng pataas ‘yung mga cost of operations ng ating schools, ‘yung utilities, ‘yung basic commodities,” said Coordinating Council of Private Educational Associations (COCOPEA) Legal Counsel Atty. Kristine Manaog.
This proposed increase marks the first adjustment in tuition fees since before the pandemic, during which many private institutions faced financial difficulties and some even closed.
Atty. Manaog explained that not all schools will implement the full 12% increase, and the rate will vary based on each school’s specific needs. The increase will mainly support higher salaries for teachers and staff, with the remaining funds allocated for operational costs.
Despite understanding the financial pressures faced by schools, the Parent-Teachers Association of the Philippines has appealed for the lowest possible increase.
“Mataas po ang ating cost of living at ang marami po tayong galing sa public schools na medyo po talaga po hirap sa buhay. ’Yung sa minumungkahi po nila na 3 to 12%, eh doon na po tayo sa lowest, no?,” said PTA Philippines National President Willy Rodriguez.
To support students in private schools, a new bill called the “Expanded Government Assistance to Students and Teachers in Private Education” (E-GASTPE) is being discussed in Congress. The bill proposes a voucher system to provide financial aid based on student performance, aiming to ensure quality education.
“If you will read the bill, hindi naman siya na dole out lang eh na pinapa-expand namin, magdagdag ng estudyante. Ang sinasabi po ng bill namin is that magdagdag tayo pero at the same time, humingi rin tayo [na] kailangan ng kalidad na edukasyon,” said House Committee on Basic Education Chairman Rep. Roman Romulo.
Rep. Romulo said there should be an examination for students of private schools who wish to avail themselves of the voucher system through the Department of Education (DepEd) or the national government. This exam will serve as the basis for determining who will receive the voucher, whether they are in junior high school, senior high school, or even elementary.
