(December 16, 2024) – A lawmaker on Monday called for a legislative inquiry into reports of ride-hailing and food delivery platforms that “improperly applied” senior citizen (SC) and persons with disability (PWD) discounts for their services.
In House Resolution No. 2134, Senior Citizens Rep. Rodolfo Ordanes urged for an investigation and possible suspension of ride-hailing services and food delivery platforms who reportedly failed to apply SC and PWD discounts for their users.
He also cited reports of riders of these apps who have been compelled to absorb the costs associated with these discounts.
“This conduct by ride-hailing and food delivery applications is utterly deplorable, as it constitutes criminal and exploitative behavior towards the nearly ten million senior citizens and approximately 1.4 million persons with disabilities who increasingly rely on these services for their day-to-day needs, and the thousands of their partner-drivers that rely on them for their everyday subsistence,” the resolution read.
“Despite the declining financial capabilities of senior citizens, persons with disabilities, and even the partner drivers of these mobile platforms, ride-hailing and food delivery applications — which earn millions of pesos daily — continue to neglect their legal obligation to provide or properly facilitate the mandated discounts for these vulnerable groups.”
The resolution came as members of the Senate Public Services Committee also looked into complaints by passengers against ride-hailing app Grab over canceled bookings and high fares.
Sen. Raffy Tulfo, the chairperson of the committee, also urged Grab to review their policy on requiring their partner drivers to shoulder fare discounts for students, SCs, and PWDs.
“With this setup, drivers can only take home 50-60% of their earnings per booking, which is unfair for them,” Tulfo said in a news release last week.
