(June 29, 2024) — The Teachers Dignity Coalition (TDC) still awaits news from the Department of Budget and Management (DBM) regarding the promised salary increase for government workers in fiscal year 2024.
The DBM, alongside the Governance Commission for GOCCs (GCG), had commissioned a consultancy firm to conduct the study forming the basis of the planned fiscal year 2024 salary adjustment.
Moreover, despite a commitment to finalize and release the study by the end of June, as of June 29, the DBM has not made any announcements.
“Tomorrow is the last day of June, and the first and second quarters of the DBM’s timeline are over, yet there is still no news on the status of the 2024 salary increase,” TDC National Chairperson Benjo Basas said.
“During a meeting with our leaders in October 2023, DBM officials mentioned that a budget for the salary increase of government employees, including teachers, was allocated, but the amount would only range from 2 to 8% of current salaries,” Basas added.
The TDC advocates for significant improvements in teachers’ salaries, including proposals to raise entry-level salaries to at least Salary Grade (SG) 15, Further, to implement a P15,000 across-the-board increase, or adopt other measures aimed at improving living standards for educators and their families.
“That law failed to fairly compensate our teachers, especially those in lower positions, by placing our salaries at the lowest level among professionals in government service,” Basas added.
The latest salary adjustment for government workers came under the Salary Standardization Law V, signed during the term of former president Rodrigo Duterte on 2020 — a law that incrementally raised the basic entry-level salaries of public school teachers to approximately P27,000 for 2020 to 2023.
