(August 22, 2023) – As concerned groups have maintained their doubts about last year’s elections, former senator Kiko Pangilinan urged lawmakers to investigate the claims of fraud to address suspicions and reveal the truth.
Pangilinan, who lost in the vice presidential race, said he empathizes with “conscientious voices” that continue to raise questions about the 2022 polls.
“As staunch advocates of truth, freedom, and democracy, we stand alongside NAMFREL (National Citizens’ Movement for Free Elections) officials who, while refraining from premature conclusions, acknowledge the legitimate doubts and suspicions cast upon the electoral proceedings,” said Pangilinan in a media release.
Last November, former Department of Information and Communications Technology secretary Eliseo Rio Jr. stressed that the transmission logs on the 2022 elections must be kept for review to see if there were discrepancies.
Rio, who’s part of the Truth and Transparency Trio or TNTrio, also recently asked why thousands of vote-counting machines in Metro Manila, Cavite, and others had the same private internet protocol (IP) address. He also noted a possible “man-in-the-middle” in place.
In response, Commission on Elections (Comelec) chairperson George Garcia said the original ballots should be the “best evidence” to prove or disprove irregularities raised by concerned groups.
He also refuted the “main-in-the-middle” claim, saying inconsistencies would have been noticeable. He added that the similarity or difference of IP addresses won’t affect the “accuracy, legitimacy, and functionality” of the transmission process.
The tandem of President Bongbong Marcos Jr. and Vice President Sara Duterte-Carpio dominated the 2022 elections with a record-setting votes that breached the 30-million mark each.
“A lot of election protests in relation to the 2022 elections were filed in courts and the Comelec (Commission on Elections) involving different positions wherein ballots were revised and manually counted and not a single ballot box yielded a completely different outcome,” said Garcia.
Last year’s elections also saw the fastest counting and canvassing of votes, allowing Marcos and Duterte-Carpio to be officially proclaimed in just 16 days.
Pangilinan said the concerns of the TNTrio, which also includes other information technology experts Augusto Lagman and Franklin Ysaac, cannot be dismissed.
“The sentiment of one voter stating, ‘Slowest internet in Asia-Pacific but the fastest results in an election. How does that happen? Why?’ underscores the legitimacy of the concerns forwarded by the TNTrio,” said Pangilinan.
He urged the Senate panels on electoral reforms and finance, as well as the Congressional Oversight Committee on Automated Elections, to conduct hearings to unravel “the truth regarding the allegations of fraud.”
He also noted that the matter must be clarified with Comelec. For him, the lack of “a clear and unequivocal response” from the poll body will only fuel the mistrust of the people, citing the need for accountability.
“We urge the Comelec to answer the questions raised squarely so as to ensure that the public’s trust in our electoral processes, as a bulwark of democracy, remains undiminished,” said Pangilinan.
