(October 26, 2021) – President Rodrigo Duterte merely fooled the public when he promised to end contractualization, said presidential aspirant and labor leader Leody De Guzman on Monday, rebuking the populist leader for abandoning the demands of workers during his term.
De Guzman, the chairperson of Bukluran ng Manggagawang Pilipino, lamented the government’s lacking effort when it comes to responding to the calls of labor organizations over the years. He added that many issues persisted due to the past administrations’ skewed policies and neglect.
“Si Duterte lamang ang tumugon (sa kontraktwalisasyon), pero panloloko lang ang ginawa sa mga tao. Parang binola lang ‘yung mga tao pero tinalikuran ‘yung pangakong i-end ‘yung contractualization,” said De Guzman on One News’ The Chiefs.
Contractualization—otherwise known as “endo” or “end of contract”—is a system of hiring fixed-term workers without providing social benefits. Many companies hire contractual workers to save up on costs but labor unions said it only paved the way for further exploitation of workers not bound by an employer-employee relationship.
Duterte had spoken against the practice even before he ran for president in the last national elections. In 2015, he challenged “those who have money” to block his presidential candidacy if they want to push through with the contractual labor system implemented in both public and private offices.
Duterte vowed to abolish contractualization during his campaign but he failed to deliver. In a total turnaround from his past pronouncements, Duterte even vetoed the proposed Anti-Endo Bill in 2019 due to the alleged lack of balance, a decision that may labor groups found ironic.
Last July, Duterte went under fire after his adviser for political affairs, Jacinto Paras, announced that ending the much-criticized labor practice would no longer be a priority of the administration.
“Medyo hindi ito naging priority ngayon,” said Paras. “If you look at the reason why the president vetoed it, it was because it was not able to resolve the conflict between the labor and the management. Maybe in due time.”
De Guzman said his background as a member of the workers’ sector would help him fight unfair labor policies if he gets elected as president in the 2022 elections. He is the standard-bearer of Partido Lakas ng Masa with former Akbayan Rep. Walden Bello as his running mate.
Under his platform, De Guzman also vowed to introduce a new economy and politics that will shift its focus on upholding the interest of the marginalized.
“‘Di ako parang nangangako lamang ng para sa mga manggagawa at sa mga mamamayang naghihirap dahil ako’y galing sa isang mayaman na pamilya. Hindi ganun,” said De Guzman. “Kung anong problema ng masa, siya ring problema ko. Kung ano yung kahilingan nila, ‘yun din ang kahilingan ko.”
