(October 25, 2022) – The Department of Education (DepEd) has started investigations into reports that the laptops issued by the government for teachers are being sold in a surplus store in Mandaue City, the department’s spokesman said on Tuesday.
Lawyer Michael Poa said there were reports which reached the central office and are being investigated by the regional office in Central Visayas.
“They are now investigating the matter,” Poa told reporters. “Specifically they’re checking inventories kung merong kulang, kung wala nang kulang doon sa Mandaue, o baka sa ibang lugar, para matrace natin kung saan galing iyan.”
Based on initial information, there has not been a lack of laptops issued to teachers in Mandaue City, but DepEd is still continuing to conduct an inventory of laptops in the city as well as in nearby regions, Poa said.
He assured that the agency will hold accountable anyone responsible for the incident.
Last week, local news organization SunStar Cebu reported of a local surplus store in Mandaue City that sold a laptop custom-built for public school teachers for P10,000, around 72% lower than the contract price for the unit.
Based on the report, the laptop’s accessories had DepEd’s slogan on it, and the files saved in the laptop had pre-loaded files such as DepEd’s training videos on using the device.
“Nakarating po siya sa amin kahapon (ang report) and in fact, doon sa regional office, I think over the weekend, nakarating na rin sa kanila,” Poa said.
To recall, the Commission on Audit flagged DepEd’s purchase of P2.4 billion worth of laptops through the Procurement Services of the Department of Budget and Management (PS-DBM) last year as they were too pricey for their specifications, prompting an inquiry in the Senate.
Teachers’ groups called for accountability over the questionable deal, which they said has added more burden to public school teachers.
The Teachers’ Dignity Coalition (TDC) said some teachers had to return the laptops provided by the agency because the specifications fell short of their needs. Some decided to shell out money to buy their own laptops instead.
