(June 3, 2024) — Quezon City has become the first local government unit (LGU) in the Philippines to have its official website certified as fully accessible to Persons with Disabilities (PWDs).
The PWD-Accessibility Certification was awarded after a thorough evaluation process, ensuring all visitors, including PWDs, which can navigate and use the website effectively.
The Public Affairs and Information Services Department (PAISD), which manages the website, has integrated new accessibility tools, including Color Contrast, Text-to-Speech, Alt Text, and a Chatbot. The chatbot aids individuals with hearing impairments by providing alternative communication methods, while subtitles and alt texts help those who cannot hear audio descriptions.
The certification signifies that the website meets the Web Content Accessibility Guidelines (WCAG) 2.1 at the AA level.
Moreover, this standard is internationally recognized and indicates a high level of accessibility. The audit was conducted by the nonprofit organization Adaptive Technology for Rehabilitation, Integration, and Empowerment of the Visually Impaired (ATRIEV), in collaboration with the city’s Persons with Disability Affairs Office (PDAO).”
Conducted by our team members, some of whom are PWDs themselves, the audit revealed improved navigability on the website. Quezon City is the first local government unit to complete our series of evaluations and meet all our requirements,” Ebenchito Pabia, Accessibility Lead from ATRIEV said.
The audit assessed various aspects of the website, including navigation, content readability, and compatibility with assistive technologies such as screen readers. These tools help visually impaired individuals by converting text to speech or providing sound feedback.
Further, Quezon City Mayor Joy Belmonte emphasized the importance of this achievement.”
This audit is one of the most important measures the city government has undertaken in pursuit of inclusivity. It stands as proof of our commitment to ensuring that all residents, including our PWDs, can easily access essential information and services online—walang maiiwan,” Belmonte stated.
As of March, more than 69,000 residents in Quezon City have registered as PWD.
