(December 22, 2021) – President Rodrigo Duterte on Tuesday placed the areas affected by Typhoon Odette under a state of calamity to expedite the delivery of assistance as local officials plead for adequate support and quick action from the government.
Duterte approved the proposal forwarded by the National Disaster Risk Reduction and Management Council (NDRRMC), covering the entire Visayas, Mimaropa, Northern Mindanao, and Davao Region.
“The declaration of the state of calamity will hasten the rescue, relief, and rehabilitation efforts of the government and the private sector, including kung saan galing ang tulong—be it outside or tayu-tayo lang,” said Duterte during his late-night public address, noting that this can also help control prices.
Typhoon Odette destroyed more than 15,000 homes, infrastructure, and agriculture after making landfall nine times. The NDRRMC confirmed 177 fatalities, 38 missing, and 275 injured but the Philippine National Police has a much higher tally of 375 deaths.
Bohol Gov. Arthur Yap urged the Department of Public Works and Highways and other government agencies to double time on clearing the roads as many remain impassable due to fallen trees and tumbled power lines.
“I wish I can say na okay kami but unfortunately, the province is in a state of devastation,” said Yap on One News’ The Chiefs. “Wala kaming power, communications, at tubig kasi ‘yung water refilling stations hindi tumatakbo. Tapos walang power for communications, tumba pa ‘yung telcos (telecommunication).”
Bohol has reported 80 deaths from 42 localities due to Typhoon Odette.
Yap said they canceled some projects to realign funds as they only have P30 million left. He added he already coordinated with the Department of Social Welfare and Development (DSWD), noting that their budget will not be enough to help their entire population of around 14 million.
“We’ve already finished all our funds because of COVID. I’m willing to be audited on this. Let the COA (Commission on Audit) come and audit whether we have the funds or not. We don’t have the funds, we need the national government to step in right now,” said Yap on One News’ The Big Story.
Overall, the DSWD has provided nearly P22.5 million worth of aid to affected families out of the P36 million total cost of assistance. Local government units (LGUs) gave almost P12.5 million while non-government organizations gave P1 million.
With the declaration of a state of calamity, the country can also tap the $500 million disaster response loan from the World Bank to beef up rehabilitation efforts in all provinces battered by Typhoon Odette.
Yap urged the DSWD to download the funds directly to the LGUs to resolve the alleged logistical issues.
“Kami na ang bibili. We’ve got hundreds of volunteers here, we’ve got warehouses and (people) that are ready to pack this food, so ibaba niyo na lang ‘yung pondo sa provincial government,” said Yap.
