(September 20, 2024) – The House quad-committee’s patience wore thin on Thursday after former Bamban, Tarlac mayor Alice Guo repeatedly avoided answering questions, leading Abang Lingkod Rep. Joseph Stephen Paduano to file the motion for contempt. The motion was approved without objection.
Guo, who had been summoned to testify regarding her alleged involvement in land development issues and evasion from Philippine Offshore Gaming Operators (POGO) in the Philippines, invoked her right against self-incrimination multiple times.
Lawmakers, including 4th District Nueva Ecija Rep. Emerson Pascual, questioned Guo’s claim that only foreigners helped her escape the country, expressing disbelief that no local officials were involved.
“Ano ang karapatan ng mga foreigner na patakasin ka rito? Ano ang kapangyarihan nila ditopara itakas ka? Napakaimposimble naman na walang local official na kasabwat ng pagtakas mo,” Pascual stressed.
Further, 2nd District Antipolo Rep. Romeo Acop criticized Guo’s inconsistent responses, particularly regarding her previous travels, calling out her reluctance to provide clear answers.
“‘Wag mo kaming gawing tanga, hija. Niloloko mo na kami, tama ang aking mga kasamahan. You are making a mockery of the citizens of this country, kasi hindi ka taga-rito,” Rep. Acop said, echoing the frustration of many members of the committee.
The dismissed mayor even requested for an executive session to disclose what she claims to know.
“I’m willing to tell the truth, basta paniwalaan niyo lang po ako. At ‘wag niyo lang po isipin na nagsisinungaling ako. Sasabihin ko naman po lahat ng totoo,” said Guo.
But this was rejected by the quad-committee.

Following the contempt order, Guo was returned to the PNP Custodial Center at Camp Crame last night, but the quad-committee is hoping that she will be transferred to the House detention facility after her arraignment in Valenzuela today.
