(July 11, 2022 – UPDATED 8:46 p.m.) – President Ferdinand “Bongbong” Marcos Jr. has nominated a former energy secretary back to his original post, the press secretary said on Monday as the chief executive continues to complete his Cabinet.
Trixie Cruz-Angeles said Raphael Perpetuo “Popoy” Lotilla was named Department of Energy (DOE) secretary, a position he held under the administration of former president Gloria Macapagal Arroyo. He will replace Alfonso Cusi, who was appointed to his post in 2016 by his partymate and then-President Rodrigo Duterte.
Angeles clarified that Lotilla’s designation is still a nomination, as they are still reviewing whether he could be appointed despite serving as an independent director of Aboitiz Power and ENEXOR. The law does not allow the appointment of a DOE Secretary who has served as an officer of an energy company within the past two years.
Lotilla has not yet issued a statement on the announcement as of writing.
Before serving as energy secretary under Arroyo, he was the president of the Power Sector Assets and Liabilities Management Corporation (PSALM), a government-owned and controlled corporation (GOCC) tasked to manage the privatization of formerly National Power Corporation (NPC)-owned power plants and other assets.
He also once served as deputy director general of the National Economic Development Authority (NEDA). Based on his profile in the DOE, he was designated as the National Coordinator of the Philippine Council for Sustainable Development.
He also taught law in the University of the Philippines (UP), his alma mater. He has taught various courses such as constitutional law, international law, and corporation law. He was once considered a seat in the Supreme Court but he declined.
As energy secretary, Lotilla is expected to tackle the surging prices of fuel products caused by the Russia-Ukraine conflict, which has driven up the prices of basic commodities in the Philippines and across the world.
Public policy think tank Infrawatch PH expressed hopes that his nomination “insulates the energy sector from overt political interests,” and is also optimistic about the new nominee’s long experience and track record as a government official.
“At the end of the day, the bottom line in the energy sector should always be the public interest, nothing else,” Infrawatch said in a statement.
More than a week after he took office, Marcos has yet to appoint secretaries for the departments of health, environment and natural resources, and science and technology. Last week, Angeles said the administration is going through the “final evaluation stage” to complete the Cabinet.
