(December 18, 2023) – Tropical cyclone Kabayan has weakened into a low pressure area hours after making a landfall in the southern island of Mindanao, bringing heavy rainfall, the state weather bureau said on Monday afternoon.
The low pressure area was last located in the vicinity of Impasug-ong, Bukidnon, moving northwestward at 25 kph at 4 p.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 5 p.m. bulletin.
Kabayan made landfall as a tropical storm in Manay, Davao Oriental on Monday morning.
More than 11,000 persons in Region 10 and CARAGA were pre-emptively evacuated ahead of the tropical cyclone, based on the latest data from the National Disaster Risk Reduction and Management Council (NDRRMC).
The low pressure area is expected to continue tracking northwestward or west northwestward over the Philippine archipelago in the next two days, emerging over the Sulu sea on Monday afternoon or evening and passing near or through Kalayaan Islands on Tuesday evening or Wednesday morning.
Kabayan could potentially reorganize and redevelop into a tropical depression over the Sulu Sea due to a slight improvement in environmental conditions, PAGASA said.
PAGASA forecasted heavy rainfall in parts of Mindanao, Visayas, and Palawan in the next 24 hours, particularly in elevated or mountainous areas where rains are expected to be heavier.
The state weather bureau noted the shear line coinciding with the passage of Kabayan’s remnants could also bring heavy rainfall over the eastern portion of southern Luzon.
The surge of the northeast monsoon could bring gusty conditions in most of Luzon and Visayas over the next two days, PAGASA said.
The Office of Civil of Defense (OCD) has assured preparations to extend immediate assistance to areas affected by the storm, said Civil Defense Administrator Ariel Nepomuceno.
“The national government is on board,” Nepomuceno said in a statement. “We are continuously monitoring the situation and coordinating with different agencies as well as with our regional counterparts on preparedness and response operations for ‘Kabayan.’”
