(May 17, 2022) – President Rodrigo Duterte has signed into law a measure providing monthly honoraria for members of the Sangguniang Kabataan (SK), among other reforms seeking to strengthen the institution, his office said on Tuesday.
The firebrand leader signed into law Republic Act No. 1178, granting SK members, including the treasurer and secretary, a monthly honorarium chargeable against the council’s funds, in addition to other compensation as stated elsewhere by the law.
The compensation will not exceed that of the chairperson, and allocations for personnel services must not exceed 25% of the council’s budget.

The law also allows local government units to provide additional honorarium, social welfare contributions, and hazard pay to the chair and members of the SK through local ordinances, as long as it is subject to the post-audit jurisdiction of the Commission on Audit.
SK officials will also be entitled to the appropriate civil service eligibility, based on the number of years they served the barangay, according to the law.
Kabataan Partylist Congresswoman Sarah Elago, the principal author of the measure in the lower house, hailed its approval, calling it a “big step towards building the capacity of SKs to be truly independent in the performance of their duties.”
“Marami pang naiuulat na ginigipit ang pondo lalo na kapag hindi kapartido ang ibang nasa posisyon,” Elago said in a statement. “Tumindig at suportahan ang isa’t isa tungo sa mabuting pamumuno.”
The law also expanded on the qualifications required for appointing their treasurer and secretary, allowing them to be up to 30 years of age on the day of the appointment. The appointed treasurer is required to have a background on business administration, accountancy, finance, economics or bookkeeping.
Other nominees are allowed to be considered for treasurer only if none meets the requirements, but the appointee is required to undergo bookkeeping training from the Technical Education and Skills Development Authority (TESDA) and will be prioritized in allocating TESDA scholarship.
Another provision in the law allows the presidents of the Panlalawigang Pederasyon ng mga Sangguniang Kabataan and the Panlungsod na Pederasyon ng mga Sangguniang Kabataan to elect among themselves a representative who will sit as the ex-officio member of the National Youth Commission.
The Local Government Code provides that every barangay must have an SK composed of a chairperson, seven members, a secretary, and a treasurer. They are mandated to initiate programs for youth development.
They are elected every three years by the Katipunan ng Kabataan of every barangay, composed of all citizens in the Philippines residing in the barangay for at least six months, aged 15 to 30 years old, and are registered with the Commission on Elections (Comelec) or the SK secretary’s records, as stated in the Sangguniang Kabataan Reform Act of 2015.
