(December 26, 2024) – A lawmaker on Thursday proposed a measure seeking to allow the burial of Filipino sports heroes at the Libingan ng mga Bayani, citing the pride and honor they brought to the Philippines.
Isabela Rep. Faustino Dy III filed House Bill (HB) No. 11229 or the Commemoration of Filipino Sports Heroes Act to grant former Filipino athletes internment privileges for their “dedication and sacrifices for the country.”
“It is hereby declared the policy of the state to honor and perpetuate the memory of the Filipino sports heroes who have led lives worthy of inspiration and emulation of this generation and of generations still to come,” wrote Dy, who chairs the committee on youth and sports development, in the proposal.
HB 11229 covers national athletes who won a medal for the country in the Olympics, Paralympics, or World Championships. Also included are athletes, coaches, or trainers who were inducted into the Philippine Sports Hall of Fame.
Aside from possessing good moral character and integrity, they must be Filipino citizens or reacquired Filipino citizenship in the country where they were naturalized.
The Philippine Sports Commission (PSC) will establish a screening committee to determine whether the sports hero is qualified.
“Upon issuance of a certificate of eligibility for internment, the PSC or the GAB (Games and Amusement Board), as the case may be, shall coordinate with the AFP (Armed Forces of the Philippines) to issue the internment directive,” said the bill.
Similar measures were filed in the past but have remained pending in the House of Representatives.
According to AFP Regulation G 161-373, individuals allowed to be buried at the Libingan ng mga Bayani are presidents, vice presidents, senators, Medal of Valor awardees, AFP commanders, chiefs of staff, active and retired military personnel, vice presidents, secretaries of the Department of National Defense, veterans of the Philippine Revolution and the two world wars, national artists, and national scientists.
In 2016, the burial of late dictator Ferdinand Marcos Sr., ordered by former president Rodrigo Duterte, received heavy backlash after many Filipinos objected, citing his kleptocratic rule, corruption, cronyism, historical revisionism, media censorship, and human rights violations.
