Comelec urges artists to file complaints over unauthorized campaign jingles

(March 31, 2025) – The Commission on Elections (Comelec) on Monday called on artists to file complaints if their songs are being used by candidates without permission for campaign jingles for the 2025 midterm elections.

This came following concerns raised by rock band Lola Amour, who claimed that their songs are being used in political campaigns without their consent.

“Sana may formal na complaint na maihain sa atin ang banda. Magiging basehan ito ng action namin,” said Comelec chairperson George Garcia, as quoted in a report from Philstar.com.

Garcia previously reminded candidates to use original campaign jingles to avoid violating intellectual property rights.

Last week, rapper Omar Manzano filed a case before a court in Pasig against senatorial candidate Apollo Quiboloy after the latter’s camp used his song “K&B” for a campaign jingle without his consent.

Quiboloy’s lawyer claimed that the self-styled pastor had no idea about it since he’s in jail.

In a post on X on Saturday, Lola Amour claimed that campaign jingles of an unnamed candidate featured their songs without their approval.

“This happened before and I guess it’s happening again: All of the campaign jingles using our songs do not have our consent. Vote wisely,” wrote the band.

The unauthorized use of copyrighted material falls under a memorandum of agreement (MOA) signed in January between the Comelec and the Intellectual Property Office of the Philippines (IPOPHL). This outlined a system for reporting violations and enforcing actions through a joint technical working group.

“You created and dedicated it to a loved one, only for it to be stolen and used to flatter voters. Shouldn’t campaigning not be a reason to steal someone else’s creation?” said Garcia during the signing of the MOA.

The IPOPHL previously mediated a case filed by the Filipino Society of Composers, Authors, and Publishers, Inc. over the unauthorized use of their members’ songs in the 2022 elections.
